Is access to Internet to be closed in Russia as CIA tool?

According to Russian media, the head of Putin's Election Committee, Govorukhin, who is now disclosing the Plan of Actions for Putin's third presidential term, said the Internet was entirely "in the hands of the US state department", meaning surely the CIA, and therefore is to be closed, by default, on Russia's territory.

 

"The Internet is a mess. Everything is a lie there. The Internet would be a useful thing, if it had not been in the hands of the US state department. Have your heard the statements that "bloggers are our hope and our support in Russia?", asked Govorukhin in a program on NTV, the main Moscow KGB channel, recalling a statement recently by the new American ambassador to Moscow Michael McFaul.
