No Peace Talks With the Russians, Chechen President Says

The Press Office of the Chechen Republic of Ichkeria's President Dokka Umarov distributed the text of his video message to Muslims around the world as well as to Chechen mujajirs ( Muslim refugees) who temporarily live outside Chechnya. The message was filmed during his meeting with Front Commanders. The meeting was also attended by the Sharia Court President and the State President's advisers for political and milittary affairs.

 

The President stressed that the Jihad in Chechnya against a mafiosi group residing in the Kremlin had been continuing for 16 years already.

 

The President called upon the Muslims abroad to unite and not to forget their brothers, the Caucasian Mujahideen, and to render them assistance. The President underlined that it was not the question of money only.

 

"We need help from you. By saying so, I do not mean money although everybody think about money in such a case. We pray Allah for each other, and it is an important mattter. Personnally for me, it is very important. During each prayer we should ask Almighty Allah to help Mujahideen fighting with clean intentions in His righteous way. And we know that Almighty Allah answers the prayers of His humble slaves. That is why, if you have no other means to help us, then ask Allah to help us at least in your prayers, and Allah will answer your prayers and will render us assistance, we are sure about that. And it'll be a sign of unity and care about each other", the President said.

 

Addressing to Chechen muhajirs and political leaders abroad, Dokka Umarov reminded of the martyred former Presisents of Chechnya, Aslan Maskhadov, Zelimkhan Yandarbiev and Abdul Khalim Sadulayev (Shahideen, insha Allah). "And recently we lost the Vice President Shamil Basaev, Allah's mercy upon him, who was the motor of the Jihad", Dokku Umarov added.

All the Mujahideen, including hinself, Dokku Umarov, gave the pledge of allegiance to all the State Presidents in due time.

 

The politics of Aslan Maskhadov and Abdul Khalim Sadulayev was based on the consultations on every question in the Majlisul Shura State Defense Council for every step in internal and foreign policy of Chechnya.

 

Dokku Umarov stressed that there will be no changes in his policy after the Martyrdom of Abdul Khalim Saadulayev, except for one thing. The Chechen leadership will not offer any peace talks to the Russian invaders any more. If the Russians want to talk, they are to declare it publicly to show the seriousness of their intentions.

 

"If they offer us peace themselves and we have assurance that they have serious intentions, then it's another matter. But if we receive no serious guarantees of peace, then we are not going to be busy with idle talk. I speak about this so that nobody has an impressions that we are weak. And we want our brothers abroad to know about it", the President said.

 

Dokku Umarov reminded Chechen representatives and ministers of the former government of Aslan Maskhadov that the Chechen policy and the political line anroad are determined on the meetings of the Majlisul Shura Council only and no policy outside the decisions of the Council is acceptable.
